Oil around the header

the more I try and fix the more I find wrong.  There is quite a bit of oil around the #1 exhaust valve.  Right where the header meets with the head.  Does that mean I have a bad cylinder?  Is the motor toast?  I checked the valves tonight and the were way off.  There was very very little gap between them.  But I pulled the spark plugs and they all look really good.  Does anybody have any ideas?

i would think exhaust valve seal and/or guide issues.
