I don't know how else to put it, but the internet runs on trust and the understanding that people will behave themselves, if only for their own good. Because, back to the analogy of giving grenades to the poo slinging monkeys, those same monkeys are now in a small room. One of them slings his grenade, it is a blender on frappe.
One entity, like the US, doing stupid #$%* like this will result in other countries firewalling us off to prevent the chaos of a split/poisoned DNS tree.
You won't be able to use offshore DNS, because the only way for them to not have wikipedia.org removed from the DNS as a measure of SOPA (and yes it is in there) would be to cut themselves off from the root owned and controlled by the US.
And, I assure you, your provider can and will intercept DNS requests and route them to a US based server or send them to /dev/null.
Try to use something like Tor to get around it and I am sure they will stop encrypted packets at the border...
