electrical problem with my 78 cb400t

so today i was able to finally put the key in the ignition and for a split second the lights turned on...then they blinked twice then all power was gone.  i checked the battery and it was ok.  i checked the fuse box and sure enough the first fuse was completely fried...it looked melted.  so i replace the fuse but this time i leave the box open so i can see...i tried turning the ignition to on again and the lights came on again...but i hear some noise from the area where the fuse box is ...then i see a spark coming from somewhere else...i thin it was the flasher?  then all power was lost again due to another cremated fuse. 

so my question is this? do you think it's a faulty flasher? or should i start by checking the fuse box to make sure there are no shorts in the back? ...also what exactly is the flasher used for? can i just remove it?
