New fork seals - which goes first?

When replacing fork seals, do you install the new seals and then the upper tubes through them, or do you slide them down over the uppers?
If it's worth doing, it's worth doing twice.

I usually put the fork together then install the seals over the uppers (make sure they don't have any nicks or damage that will damage the seals)

On all my bikes I install the seals first. Then put a little fork oil on the inside of the seal and slide the tubes through. Never had problem with damaging any seal. I use the old seal over the new one to tap it into place. Seems to seat well this way for me.

I put the tube and fork lower together and from the top I slide the seal into the fork lower.  I use some pvc tube to tap the seal into the fork lower.  Works for me on any of my bikes.
