Rear Cover Gasket Question

My 1970 K0 has a leak coming from the side covers and I am trying to nail it down. One question is that the "hole" is only covered by the cover gasket. Is there something else that is supposed to be there? I'm not able to see anything or tell by the parts diagrams.
