How to assemble the clutch actuator?

I took the clutch cover off of my 1975 cb750f and now when I put it back on there feels like there is no clutch at the handle. The cable just pulls with no friction. Im pretty sure it has everything to do with the actuator. It looks like a pretty straight forward procedure, but obviously I am missing something. Also, I am making sure that ball bearing and the actuator are flush when i put it on. Thanks in advance for the help.

sorry, but stoopid question.  have you tried the cable adjusting per the manual?   
searching for a dr350se

no stupid questions here ;).. I did try adjusting by the manual. My clutch lever will not return either, the return spring is in good shape??
