Manual clearly states:   Adjust throttle stop screw to align the "T" mark to line up with the index mark stamped on the carb body.   

Easy enough.    When the "T" is aligned, is the throttle slide supposed to be all the way down - bottomed out on the carb body ?    Or, are the slides supposed to be raised slightly ?    I have noticed that the slides do not move not perfectly uniform manner - some of the throttle stop screws need to be turned more than others to see a movement in the carb slide.   

To me it seems like they should be bottomed out ???

A bench synch with a drill bit is coming to mind - ignoring the "T" marks all together.

I get that these set the idle.   Is the bike designed to idle with the slides all the way down or should they be raised slightly ?
I'm  thinking I want to ignore the "T" marks and set the throttle stop screws so that they are raising the slide at the same point.  (or just barely)

Am I on the right track, or am I overthinking yet again ?
