clutch grab when downshifting or letting off the throttle

Whats goin on yall Im new to this forum and I had a question about the general feel of the clutch and transmission on my honda cb550.  I just finished getting this bike back in order.  I have not done a total rebuild but I have tuned her up according to the manual and the engine sounds good.  When I accelerate the bike shifts smooth and is nice and quick but the problem is when I let off the throttle when driving at a low speed the engine really holds back hard even when in 5th.  It seem there is no coast factor like in a manual truck or car for instance.  When downshifting the back tire squeals.  It seems the clutch is very sticky.  Im using motul 15w50 and it has been changed within the last week.  I havent had her roadworthy long enough to ride with any other oil.  any help would be appreciated fellas.
