How do I properly measure across my rim(s)?

Duh!

It sounds easy, but what throws me is the thickness of the actual steel on each side (the rim proper, I guess).  It's a smidgen over 1/2 an inch.  +/- a full inch for an under three inch measurement is a little too imprecise I'm thinking.

My guess is the measurement would be taken from center to center.  But it could be inside or even outside I suppose. 

I checked a few tire sights, but no joy ......

Anyone know for certain?

The inside measurement is what counts to the tire, and a 2.00 wide rim will be 2.00 inches from inside flange to inside flange. The flanges are usually tapered, I don't know if the exact measurement is at the bottom top, or middle of the flange; the difference would be minimal anyway.

Yeah, the taper is minimal. 

And it makes sense when you consider it like you say - from the tire's POV. 

Inside it is then.....
