Clean all contacts in the circuit and get a solid state flasher from any auto parts store. The thermal flasher that came with the bike needs a fully charge battery.

I will check all the connections, but the battery is new and all other electrical devises are working fine.
Could a bad thermo flasher cause this? And where is it?

But what is the voltage of that new battery when the flashers are slow?! First/easiest thing to check/eliminate for us to help.

On my bike I use that as my voltage indicator since my high performance coils use more power and the battery can get low around town. Blinking slow, down shift/run up the rpms to increase the charging system output then the headlight brightens and the turn signals speed up and I make it home just fine.
As of today 3/13/2012 my original owner 75 CB750F has made it through 3 wives, er EX-wives. Free at last.  ;-)

If front and rear signals are good and bright but flash slowly, replace the flasher. This is likely to be all that's wrong.

The flasher unit is located at the back side of the battery box. There are three wires however ony two are used. Replace with any 12 volt unit from your local auto parts store. And yes, it is OK to just let it hang there or you can secure it with a tie wrap.

  Thanks guys.
I will check voltage tonight, however, they are consistantly slow through out the RPM range.Reguardless of how dim or bright the headlight gets.
While I am in there I will replace the flasher.

Make sure you have the correct bulbs and that the sockets are not corroded along with the other suggestions...Larry

If the wattage of the bulbs is too low they will flash slowly or not at all. I've discovered this after a week of head scratching, my new winkers had 10w instead of 21w bulbs.
'Then' and 'than' are completely different words and have completely different meanings. Same with 'of' and 'have'. Set and sit. There, their and they're. Draw and drawer. Could care less/couldn't care less. Bought/brought FFS.

+1 on this... seriously, my 75 550 had the same problem when I put some trailer lights on it (until I pulled original lights off my parts bike).  All I did was put bigger bulbs in it and it fixed the problem.  Think of it this way, the flasher is a bimetallic strip that heats up, curls to break the flow of electricity, cools down then makes contact again... then repeats.  Bigger bulbs means more current, means strip heats up faster.  The only exception is if youre using LED bulbs. Then youll have to get an electronic flasher.

Just noticed you got it to work a different way... for anyone else, bulbs work too
