O-ring sizing question

When the factory parts manual provides o-ring size, is it an ID measurement x cross section?  Or, OD x cross section?

EX:  45x3mm  Is the 45 ID or OD?

In theory the spec is always for the inside diameter. I doubt if metric ones would be different, but they drive on the left in Japan...

agreed - as far as i know it's I.D. x thickness

Thanks all!  I'm building up a 160 from the grave.  Many o-rings were missing from the Engine/Oil Seal kit.
