My wife is inseam challenged, she just tried a 250 rebel and can flat foot it.
This is a very good consideration, imo. Particularly good for a new rider to be able to flat foot it rather than tip toe. Remember your legs need be longer when on an incline and stopped, to keep the bike upright.
Any SOHC4 she gets is going to be 30 years old or more, and will need work, even if only routine maintenance/restoration. Who's going to do that? Will she be riding alone?
Is she willing to do ANY work on the bike herself? Or, is she going to be the operator only?
If you will be doing all the work on the bike, then get one you are familiar/comfortable with that fits her properly.
