Friend ask me to look at his bike 02 cbr600

Hey All,
A friend ask me to look at his bike a 02 cbr600 4fi I think it is called.
It started and is dumping raw fuel into the header. Just poring out the exhaust.
I took the tank off to pressure check the regulator off the fuel rail. No schrader valve on the fuel rail. just take off and check the amount coming out. Well as soon as I pulled the vacuum line opposite the inlet and gas pored out the line and when started it shot out. I don't think that is normal.
I'm going towards a fuel pressure regulator.

Sounds like the regulator diaphragm ruptured, allowing the fuel to get pumped out the vacuum line.

Yes exactly and it has been sitting for 2 years for this simple fix. He is to cheap to bring it to a shop.
