Oil leak

Could use some help from the engine gurus.
 I am changing the outer countershaft seal on my 77 A and noticed the inner seal is not tight in the engine case. I can touch it with my finger and it can be turned in the bore easily. It seems odd that it is free to turn. Is it retained and kept from turning by the fit and press of the outer seal. I presumed it was held in place like the bearing and when the cases were assembled it was a tight fit. I know it can not be replaced with out splitting the cases. I can't have oil leaks on my Honda's.

FYI - I forwarded your question to Bill Benton who has cracked open these cases more than once.

It doesn't appear (to me) that the inner seal does much - it almost looks like a slinger to me, but I've never been inside the case of a CB750A, so I'm hoping that Bill will share his knowledge on this one.

I did get the new factory honda seal and got it pushed in place until it solidly contaced the inner seal . I rode it a few miles last night and it looks like I have gotten rid of the leak, Will have to see if it stays that way. I ordered another seal just in case. Thanks for the help.
