New CB350K0 with some problems.....

Hello Everyone,
I just picked up a '72 CB350 twin and I have a couple of questions.
Aesthetically the bike is beautiful,but it has a few (I hope) minor problems.
First,it looks like the guy who painted the tank did so without taping or covering the hole in the tank.
the stuff in the tank is soft,(you can scrape it off with a screwdriver)See pic #1
Second,it is weeping oil from the left side head.The main source of the weeping is from the bolt that
is right below the spark plug(yes,I made sure it was tight).See pic #2

My questions are,do you guys know how to clean the paint out of the tank(possibly kreem?)
and do I need a new head gasket or is it something else since it is weeping mainly from the bolt?
The motor was swapped from a '70 SL350 as well and if anyone knows of a source for a head gasket,that would be great.

That spot always leaked on those engines.

When you replace the head gasket, smear a little of the paint-on Permatex around those two bolt holes. Don't do it everywhere, just in those two spots, on both sides of the head gasket.

I'm rebuilding my CB350 engine now and wonder where does the oil come from. The bolt hole is far from any oil source...
