How do I install this gas cap?

I am trying to put this cap on this tank. Where do the parts go? Especially the little spring?

The cap's hinge goes on the higher pivot. The latch goes on the lower one toward the rear of the tank. I sell new hinge pins (removable) if you need them: the proceeds go back to support these forums.

That spring fits in the slot in the bottom piece in the parts picture.  The long rivet holds both pieces to the tank at the bottom of the filler opening, with the spring keeping upward torsion on the lever that engages the base of the fuel cap.

It's kind of a trick to keep that little spring in place while threading the pin through, then orienting everything to match while guiding the pin all the way home, but it can be done.  I like to use long screws (Hondaman's) since they are straight and easier to fasten.  A magnet also helps to hold that little bugger still.

I believe the spring orientation will have both cut ends of the spring facing the rider when installed, slightly compressed.  If you can push the lever only down, it is correct.  One end of the spring will be digging in to the tank.

Testament to the HM Hinge Pins (stainless steel screws and cap nuts). I just replaced the cap on my project. using the screw and nut, rather than the OEM rivet. Then I decided i didn't like it and got another cap. 5 minutes and it was swapped out.

Same for the latch. Bought a replacement from Joker and they supplied the screw and nut affair like HMs so I had the choice.

Do yourself a favor and get HMs screw and nut lash up. HM supplies both for the hinges and the latch. I just mention the Joker affair to point out that others have caught on and don't use the rivet anymore either.

Ditto any ACE or decent hardware store will have them.

I just did this over the weekend.  Almost unbelievably I happened to have a few long stainless #4 screws and nuts from an electronics project.  I cut the screw to size with a bolt cutter, cleaned up the threads at the very end using a file, and used a double-nut to secure the screw in place.  Took less than 5 minutes and it seems to work fine so far.
