if its getting to cyl 3 and not 4,you have a blockage before the gas gets to number 4.shouldnt be too hard to find.

Stuck float
stuck float valve
Blocked fuel supply passageway.
Blocked fuel jets.
Intake valve not opening.
#4 piston not moving.
Ornery, stubborn gas.
Portal to an alternate time and space has developed in your intake runner.

Even though the float is working it does not mean there is gas for it to float in. Turn on your fuel and run the drain line for that carb into a bottle, open the fuel drain. If nothing comes out your problem is upstream, if there is fuel in the bowl, your problem is in the carb itself.

Clogged pilot jet would be my guess if you're getting fuel to the bowl.

You can also eliminate the Portal to an alternate time, cause I have one of those in my ignition and I haven't seen any of your fuel flow trough it...(yet) ;)

Put a replacement plug in number 4 or swap with another cylinder - what happens now to pipe temperatures??

doesn't mean you have a good plug in there... it could be breaking down or firing intermittently, what was the colour of the plug in number 4 when you checked for compression and spark??

I guess my first question would be. How do you know that?

Or would a better statement be. Number 4 isn't firing.

ok I have the newer set of carbs soaking to clean them up good and just for #$%*s and giggles I sprayed some starting fluid in the air filter for carb 4 and the damn thing fired right up any ideas to what the problem may be?

Sounds to me like the starting fluid substituted for the fuel it's not getting. What other cleaning was done to the carbs besides the soaking? Are you sure all jets, emulsion tubes and passages are clear?
