Crankcase Bolts and Nuts - Painted Over or Not?

Guys, my rusty 750 was so bad that I can not tell. Were the factory cases painted after assembly or before? I ask this because ere the case bolts and nuts (those holding the crankcase halves together) look painted over. I would appreciate input.

As far as I know, all the case bolts/nuts were plated, not painted so I'm thinking you might be looking at some PO work there.
