2007 V-Star 650 High Idle

I'm having an issue with a v-star I just bought; If I clutch in while in gear with the rpms above Idle, it like s to stick to that idle speed.  So for instance, if I clutch in, staying in gear, and brake,  I will come to a stop with the bike idling way too high. At this point I have been letting out the clutch a little, which will slow the engine down to a normal idle. Pther odd thing I notice is that if I have the high idle, while stopped and in gear as described above, if I shift to Neutral, the revs drop down to a normal idle immediately.  Also in general engine braking is pretty weak -- it likes to keep moving. Some time it sounds like the engine is stumbling when I leave it in gear and apply the brake, like I'm forcing it to slow down and it doesn't want to.

Now my first thought was that the idle was set too high. So I checked the idle adjusment screw, and I adjusted it in a little bit (with no difference).  I stopped because I realized I don't know exactly what I  was adjusting, as my only experience is with slide carbs. Also, I'm at work and I didn't have time to mess with it.   throttle is not sticking, and the bike seems to run pretty well except for the idle hanging up.

What exactly am I adjusting when I adjust an idle speed screw on a CV carb (specifically the v-Star)?  Am I adjusting the throttle butterfly valves? And is adjusting the screw in lowering or raising idle? 

Any suggestions?

Not to sound like a putts but I bet you would get a better answer at a place like www.VentureRider.org   They refer to a Star forum often but my bike is a 1st generation so I never go to the Star forum.
I don't have a motorcycle, sold it ('85 Yamaha Venture Royale).  Haven't had a CB750 for over 40 years.

I'm going post to the starbikeforums too. Just figured I'd ask the question here; sohc4 is more active and at least at first glance, more technically oriented.

There are some sharp folks here and this site is very active.  VR.org can get slow at times but there are few smarties there as well.  My V4 1200 has got to the biggest PITA to ever have to work on.
I don't have a motorcycle, sold it ('85 Yamaha Venture Royale).  Haven't had a CB750 for over 40 years.

VR.org became a pay site about a couple years ago.  $12 a year but you get to see most everything.  Not sure about posting.
