Not sure if it's the same anywhere else but around here they don't allow a vertical plate because the cops can't scan the barcode on the insurance tag unless it's horizontal, they have those dash mounted cameras that scan plates as they drive around. I'm sure there's some other reason as well, overall readability and visibility I'm sure.

Did not look like any baffle in there. That is an irrating sound,kind of like the bees in a coffee can or those little fast and furious cars I see and hear running  around.The problem with the cops also is that style of pipe looks really unfinished at the end ,unlike a sport bike that has a contrasting 'muffler' on the end.They probaly think you took the end off.Carpy being a Cali guy with all their regs should have a solution to noise one would think with his products.  And yes Harley Guys get a break on noise but not cafe racers.
