CB500 carbs..

Just got my bike going and noticed my carbs suck..... Dumping gas out of the overflow tube so I took it all apart last night, cleaned it all out, put it back together and still dumping. Actually its dumping worse than before. Also, I'm running extremely rich and fouling out plugs left and right. I am going to adjust the tabs on the floats to hopefully stop the overflow but how can I get the carbs to run leaner? Plugs are black and a little wet.

Gas overflowing can be a result of floats sticking open, float valves not functioning properly, or a leaking petcock.  If it's causing you to run rich, you can probably rule out the petcock.  So, make sure your floats are set properly and move freely, and that the float valves aren't sticking.

Make sure the carb float bowl overflow tube is not cracked.
