Thanks Ken.  Definitely missing that hard rubber grommet.
Maybe some sort of plastic collet underneath?

It looks like it has some kind of fiber edge up against the bracket.

There should be a plastic nut on the bottom side. It probably slid down the cable.  - Lucky

To lucky Flybox had ask earlier about how this worked in another thread. So I posted this for him to see I could not find the original post.
Any way here are some pictures of a old broke cable. (Why do I save this crap) ::) The nut you mentioned is not really a nut The hex and threads are one piece it can not slide down. The tension-er screws on to this part.
Now back to Flybox if that tention er nut is missing it seems to me that the part would be flopping around. Unless a PO put some other nut on there but I don't know how he could do that it is one piece Maybe it is the wrong part all together. But for $20.00 you can change it. See the slot on the bracket the new one will slide through there. Hope this takes care of it. :) To make sure it works right it is important to slide the casing in or out in the hold down part at the carb end so it gets up on the fast idle cam.

looks like i may have a choke cable missing several parts  ::) or it may be from another CB.  the tube below the bracket is all brass, and 4"-5" long.  Different from your pictures, Ken.
i'll order a new one today.
...mine has a thin nut up under the bracket to help secure it.

Yes that is not OEM. So now we know. Mine does not have a nut under the bracket and I got it from Honda it fits and works without it so if your new one does not come with one I would not worry about it. Also that tension nut does not screw off it just spins I still am not sure how it locks it down but it does. Well off to put in new points I'm hoping HondaMans ign. box's comes in today.
