old smokey... automobile content. Piston rings?

I've dubbed my '99 Tracker "old smokey" due to it's propensity to spew blue smoke.  Definitely upon starting after sitting for a while and while driving too.  A friend who was behind me yesterday said he had to roll up his windows and turn his A/C on (recirc too).  So old smokey is getting a little bit much.  I already suspect the valve stem seals and I bought new ones but haven't gotten around to installing them yet.  I've done a compression test and compression is very good.  It's between 190-200 on all 4 of them.  I'm going to doublecheck this weekend but I recall the "first puff" being at least 50% of the total as well.  My question is this:  Does the compression test indicate that my piston rings are NOT a cause of the oil burning?  Can you have good compression and still burn oil as a fault of the rings somehow?  I found a block and a whole motor on eBay and I'm prepared to go into it that way.  What are the odds my compression is good but the rings are leaking oil by?

you might find a broken ring?you can still get decent compression with worn rings,the oil helps in that reguard,it might just need the head reconditioned,the new seals wont help if the guides are too worn.
