cb550 cam problem

hi all,

so its been a while since i've done anything to my project bike, but i recently started back up on engine assembly.  i went thru the head and found something out of place. 

I have wear on two sets of rocker arms and funny wear on my camshaft in the same positions.  i then noticed that the rod that the rocker arm rotates on is offset on the holes in the ends of the head cover.  I've read that in early 550k's it was common for these rods to spin in the bores, although im not sure if my bike is applicable to this problem.  is this what happened?  am i out of luck and need to find a new cam and head cover?

From what I read in my shop manual, you're supposed to replace the cam cover wit a 77-78.

Update: according to motorcycleproject.com/motorcycle/text/headgask.html my engine is applicable to the rotating rod problem.
