can anyone ID this Exhaut system??

I just scored this in a project bike / parts lot...and I've never seen them before.  I know you guys have seen them...IDEAS?

Do the head pipes look like they are stock and have been cut to accept the slip on muffler arrangement. ? Jardine and others made the slip ons by the tons.
