'75 CB550 Choke Issues

Ok, I recently rebuilt the carbs and installed on bike. For some reason the choke does not seem to "Choke." If I turn the choke on when starting a cold engine it simply won't start. I have to turn the choke off, open the throttle half way and kick like hell (I removed the starter). Once it's running, if I put the choke on it will simply die. It does not increase in RPMs like it should. I checked to make sure the choke works prior to reassembly and the valves inside close all the way, so I'm not sure what to make of it.

My '77 550 has a different choke linkage (with a cable) that works just fine. I'm not sure why it is not working properly on the '75. Any thoughts or helpful ideas??
