CB175 fuel issue?

Hi everyone, I have a 1970 CB175, which I'm trying to get running. I have spark at both plugs, but it wont even sputter when I use the kick starter (electric starter not an option, because handlebar wiring is a mess). I removed the carbs, cleaned and soaked all parts in seafoam, then dried and reassembled.

Currently the carbs are on the bike, and fed with fuel from a water bottle. The air boxes are off. What should I do?

Pull the bowls and make sure the float circuit is working.  'A' that gas is in the bowls and 'B' that it shuts off at the proper height ?

Did you also confirm that the jets were clear.   I use a welding nozzle cleaner to clear and make sure all passages are clear.

Thanks for the tips!

I reset the float height according to the manual, and cleaned out the passages and jets - now she starts first kick!

My next challenge is the left carb throttle valve is sticking halfway open...
