That stuff is murder on paint. If you sprayed it liberally on the rotor including near the caliper there is a good chance you melted some caliper paint and it has fouled the pads.
Unbolt the caliper and remove the pads and inspect. If you find glazed gooey stuff it's likely paint. Put a sheet of 80 grit sandpaper on a 1/4" sheet of glass and figure 8 on that to expose fresh pad material. But if the glazed goo is on the sides and has really fouled them you'd be best off replacing them.
Hard lesson learned if this is the case, you can probably guess how I learned it too.
