Cb400f troubleshoot

Hey guys, I just bought another cb400f and am having some electrical trouble. Symptoms are as follows:
-dim headlight gets brighter with higher engine rpm
-starter works intermittently
-battery tested fine

Gut feeling is voltage regulator. Luckily I have my other bike to swap parts to troubleshoot, just thought I would poll you guys before I dug in. Cheers!

v-reg, or your really old and full of resistance harness
we need more info.
what is your battery voltage at:
idle?
2000rpm?
3000rpm?
4000rpm?
5000rpm?
