Choking at 4000rpm, No power in first

My first bike was purchased last month.  I new I wanted a vintage Honda and found a decent unadulterated 1973 Honda cb350 Four.  It was driven to me and I have had a few good rides on it after figuring out a battery drain and choke issue.

Now when I start the bike and rev the engine, the bike stops or "chokes'' at 4000rpm and then immediately stalls.  Also, when I take off in first gear I have now power and have to floor it just to have it sputter for a few feet and die.

There is so much great info on this site I have been a little overwhelmed and was hoping for some guidance.  I have checked both the air and fuel filters which both look good.  I figure there is an issue with the Carb. or low speed jets.  Thanks in advance!

Now that you mention it, I actually need the choke open to run it at all. As soon as I close the choke it dies off.  It will start with no choke but quickly stop running. It is slow to return from high (4) rpm.
