On the left side of the chart they should also list a hammer and a torch along with the WD 40, on the right side they should also include bailing wire and glue along with the duct tape.

Engineering involves design.
There is no design in that flowchart. 

So, it is a mislabeled process flowchart, or a glorified repairman's creedo.    Or, an insult to engineers.  (Possibly by ignorant mechanics that are unable to understand true engineering.)
Also, to make that flow chart fail dismally, all you have to do is assign "it" as any sort of fluid.  (Other values of "it" also fail the chart.)
