   If you receive the stuff & they have a believable excuse leave them positive feedback & dont put a comment.
I had to fight with sellers a few times. One thing that really works is if you email others that have left - fb & get them to agree on
threatning internet fraud charges. You dont even have to be serious but damned if they dont correct there wrongs quick. Plus paypal
only gives you back like 80% if you win a claim.

OK, the story:

I bid on and won four auctions for various 400F parts on May 16.  I paid via PayPal within minutes after winning the auctions.  (For those interested it was for a set of footpegs plus shifter linkage, set of springs/shocks, a chainguard and headlight/turn signal bracket.)

I was given positive feedback from the seller as a prompt payer.

The goods never arrived.  The seller never responded to my NUMEROUS e-mails and eBay messages asking for a tracking number or proof they had shipped.  A month after the auctions (June 16th or so), I opened a dispute via PayPal.  On July 5, I elevated it to a Claim.  I have heard nothing from the seller despite repeated e-mails since then as well.

I haven't left feedback yet.  Should I leave some negative on this one?  It's nearly been two months and there has been NO communication with them.  I am pissed even though the money isn't much (the parts were rough but "restorable").

Okay so I am a cold blooded person not only would I leave bad feed back but I would also post the persons name were ever I thought it would do any good. No matter how small the money there are to many shysters on eBay as it is and they seam to do nothing about it. Also ask your self this if you are the seller and the buyer well not pay nor respond to you would you leave feed back on them? If so why as a buy would you not to a seller who will not correspond with you .I know things happen in fact that is what happened to me. With the communication and all I was never upset or worried I would not get the item I bought, in the end I did and was okay with it. Will use that same person again. If you have a good reason.  You can not fallow threw tell your customers. Treat them like there nothing and expect negative from them in return. I for one read feed back and if new negs are posted or any thing about not getting an item paid for, I will not bid on there things at all .I will bid and pay a higher cost for some one with great feed back as my time is also worth some thing  so there my 2 cents worth.

To avoid a negative revenge feedback yourself,....do it the nasty way.
Place a reminder in your email program or calendar 1 h before the 90 days left to leave a feedback,
then leave your feedback for your horrible seller or buyer.
I know, it's a really nasty way which you should go only when you are very disappointed
or pissed-off about your business partner and you have done all to finish the deal.

Be careful with that.  If you or the seller has the auction number saved somewhere, and most sellers probably do, it's possible to leave feedback way past the 90 day "deadline".

I don't see how leaving negative feedback will make UPS ship more accurately... As I see it, it's not the seller's fault that UPS lost your package and therefore shouldn't receive negative feedback. I'd leave positive feedback, but leave a commend saying something about it took me a month to receive my package due to UPS, but the seller worked with UPS to get me a refund/my package, which ever you get.

The missing package was UPS's fault, but if the seller had answered her e-mails, the problem would have been found a whole lot sooner.

He's not upset about the UPS problem, he's upset (and rightfully) that it took a month of emails and the filing of a Paypal dispute to get the seller to finally respond to him about not receiving the item. 

If it were me, I would either give a nuetral or soft positive.
