Tire mounting question

This is in my CB400F. First time I've ever mounted my own tires. First try I punctured the tube. Second try went much easier. However, no matter what I do I can't get the tire mounted evenly. There is a line that goes around the tire close to the rim to show that the tire is even around the rim. I end up with that line going from just touching the rim to 1/8th of an inch away as you move around the tire. Even with all the air out of the tire I can't seem to shift the tire around on the rim to get the line the same distance from the edge of the rim all of the way around the rim. Any suggestions? Thanks!

Put a little liquid soap on the edge of the rim with the tire deflated. Put about 20lbs of air then roll the tire around on the floor while pushing down on the tire, then add a little more air ,roll again then air to 40PSI check and see if bead is set evenly, if so deflate it down to 35PSI.

That did it! Just needed more lube on the tire! Rear tire went much easier. Thanks!
