Disc to fork distance

I'm rebuilding a CBR400RR at the moment and when all the bits came back from the powder coater I started reassembling it, I've struck a very perplexing problem in that the lefthand side of the front wheel disc is about 4 millimetres closer to the fork leg than the right side. I've had the wheel on and off a heap of times to check stuff but it still remains an unequal distance. I'm going to slide a washer in on the left side to make up the difference but according to the Haynes manual I have this bike does not have a washer there. The forks appear straight, admittedly it was a race bike and it did have a hard left side drop at some stage evident by the nasty scratches on the alloy frame but I don't think this has affected the area I am concerned about.

After buying a new washer to fit, the distance is perfect, could it be the PO lost one and didn't bother replacing it? Anyhow just spent 6 hours wrestling the motor back in, obviously it didn't want to go back in!
