Well, finally did something, I procured a frame via eBay. A bare '75 for $70 including shipping from Michigan to Illinois. It's not pretty, but it's all I needed and with some sandblasting and paint it will look like new.
It doesn't have a title, but I did some research before making an offer and it appears that, since I am buying from a Michigan seller, with the help of a Michigan based friend of mine, getting a Michigan title will be pretty simple. I will need to fill out a form, submit an appraisal (a print out from the NADA site should do) and pay a 6% tax on the value (about $60, see the next paragraph).
The sad thing is that the tax is based on the value of a complete bike and I am only getting a frame. But the all-in cost of less than $150 with the frame shipped to me is still a good deal.
There were a couple of complete bikes around for $400-$450, but both were far away (Detroit and north of Madison, Wi) and in addition to the higher cost of the bikes I would have had to spend $100 in gas going to get them. There was a 650 frame and title in Ohio, but he wouldn't budge off of $150 and wouldn't ship, so again almost $100 in gas to get it.
