Anyone know what they are and whats required to make them work....

Looks to me like fog lights for a car or truck mounted vertically.  Generic piece from jc whitney or something

It would be interesting to see where the beam is directed having those lights sideways... ....

Not sure there is a beam......looks like park/turn signals with amber bulbs to me.

I had a set of spot/driving lights that were almost identical on a car years ago...
Could be reversing lights as well....

Could be....I thought i saw amber turn signal bulbs inside, but they could just be deflectors to focus the beams?

Yes, could be fog lights or reversing lights as well...
