Yes. The 3 bolts in the center fasten the field coil to the inside of the cover. You need to remove the shift-lever, then the shifter cover before you can remove the stator cover. It's held on by the screws around the perimeter.
Edit: OK, sounds like you do have the cover loose, but can only pull it back 1/2"? The wiring for the stator and field are routed behind the shifter cover, which is why it needs to be removed first, but I wouldn't think the wiring would result in a hard, metal on metal stop.
