HAS ANY BODY REVERSE ENGINERED THIS PART TO SEE IF IT IS  CORECT FOR OUR SOHC CB750 OIL FILTER

AND CAN IT BE BOUGHT AT A LOCAL HARDWARE STORE ?

Do you mean to use it as a mounting point for spin on filter?  That would not work, for spin on you need a nipple.
