1977 cb750f2 headlight aim

I've have exhausted the search function on both here and google and I cannot figure out my problem.

My headlight shoots straight ahead and maybe a tad upward.  I have the bucket tipped down as far as I possibly can.  The sealed beam headlight is a Sylvania H6024 and it fits in the rings/bucket just fine.  The mounting ears are installed right side up and don't appear to be bent or misshaped. I have the bucket turned all the way down until it hits the disc brake line splitter.  The headlight bucket is stock and so are the ears.  For the life of me I cannot understand how I am unable to get the light to hit the road/ground in front of me. 

Could it be the automotive headlight?  I've read countless threads where people have had great success with the h6024.
I really am out of ideas other than replacing the ears and headlight bucket so that I can tip the bucket down further, but I see no reason why the stock equipment isn't working. 

Thanks ahead of time; I'm a long time lurker and first time poster.  This problem has me stumped and I'm at the breaking point.

Just figured it out after taking pictures to post here.  Unfortunately, the PO installed another year of ears on the bike.  They don't angle up enough to allow clearance for the headlight bucket to tip downward. Looks more like the ears on an earlier model.  I will never be surprised at what idiots will do to these bikes.  I apologize for taking up a post on the board.  I appreciate this forum so thanks for all your help!
