Mine was red stuff as well. I agree that is ethanol residue..

I tried hard to save the original #40 pilots, but I couldn't get 2 of them clear.  I could run a wire through them, but ultimately that would open the hole and cause a tuning issue
Clean with thin wire must be OK without damage anything.
Try that first. Pilot jets and needle jets. Also thin wire from air jet at rear against filter.
There are small holes  in carb body above floats that can be clogged to.

Thin wire and needle jet removed. Good idea to remove air jets too before cleaning the carbs with small wire that chemicals might not remove.

All small air holes must be clear to make the carb to work as designed.

I got all the air jets and everything clear with pins, wires and carb spray if needed. Just the pilots I couldn't get because I don't want to up size them. I don't have a set of jet cleaning wires.  I boiled them in vinegar, and then soaked them in berrymans but they still are horrible

CLR will eat the deposits usually...soak for few minutes and rinse well and another round or two in ultrasonic cleaner and then another CLR bath. They will bubble when CLR is attacking stuff.

Dude, just take those jets and chuck them in the Berrymans and leave them.  If you had done that before starting this thread they would be clean by now.  Another tip...Berryman's was never all that good, and even less so now because it is slow.  Get yourself the GUNK brand one gallon can next time....wayyy faster and still safe for rubber/plastic up to 30 minutes.
If it works good, it looks good...

I just looked up the Gunk brand bucket, their part number is CC3K but I see buckets labelled 'Carburetor Parts Cleaner' and buckets labelled 'Parts Cleaner' both with the same CC3K number on them. It appears they are the same product.

Carbs are assembled, waiting on Honda fuel hose because I forgot to order it prior.  I know about Gunk brand, also sold under Napa's private label. However I got this Berrymans a couple years ago or so on clearence at Walmart for $5. I bought it in case I ever needed it and it did work well enough

 When slow jets are really gummed up with tar I use a combination of soaking in Gunk first but then also a heat gun getting them hot enough to melt the tar. When soft and oozing out I can work a small wire through while holding with pliers or leather glove then back in the can for more soak. Float jets can be saved a lot of the time with good soaking and heat.

Lots of methods out there to clean up the visible gunk that we see and need to get rid of in carburetors.
However when the gas residue turns into hard varnish down around the threaded areas of parts that are normally removeable they can be a real pain to remove without damaging the slot for the screwdriver/tool.
Heat gun will work but a small butane torch will work wonders in heating and softening the varnish. It is also more focused with the heat and a bit faster. Once softened they come out surprisingly easy.
Have worked for decades as a marine mechanic as well as a factory tech rep for Johnson/Evinrude when they were still in business. I have removed hundreds of stuck jets by the above method. I have about 125 antique outboards as well going back to 1913 .....you want to talk about stuck parts?  ;)

Set of carbs I got with my project were well and truly seized. Doused them with CRC to no avail, made absolutely no difference whatsoever. Out with the acetone, freed up in a jiffy.
