75 CB400F with approx 30k miles

I would like some input from some of the senior members on replacing the
cam chain tensioner arm. In the pic you can see that the chain has def gotten into
the arm of the tensioner. The arm is not seized and is pivoting the way it sits right
now....however if I already have the engine out is it worth it for me to change the
arm while it is out or is more than likely the noise I was getting was the fact that
the chain has 30k miles on it and is way too stretched to be able to be adjusted
properly? I have no way of knowing if the chain has ever been done...based on
how loose it was when i pulled it off I would assume it is due to there being too
much slack in the chain due to age. I don't want to split the cases due to cost of
the arm etc...I would rather be riding then having it sit  in the garage.
I am also worried about the push bar and the inner and outer springs being
seized or not working the way the are supposed to. Is there a way to check those
items without splitting the cases?

It is easy to check that the adjuster is working. Just loosen the lock bolt: with the engine apart as in that image the mechanism should snap to "fully tight". If you slot the rear blade in place you should be able to push the adjuster back down to "fully loose" with it... lock it there so you can reinstall the cam chain. If it doesn't move freely I would consider replacing it, but the part is not readily available.
The springs: what does it matter? Usually they're weak but pressing on the adjuster rod to get the right tension isn't that tough. And, I don't know that they are available anywhere.
