Fork seals question

Ok, so i am in the process of rebuilding my front forks. I have one fork already dismantled and i got to break loose the small allen head screw at the bottom of the fork and it just spins. I cant get it to budge. Any advice to get it out?

I just did this a couple of weeks ago.  I literally stuck a wooden dowel down the fork and pressed into the back of the allen bolt and it came free with no problem.  This AFTER I already stripped both allen bolts because they were rusted into the fork and I had to use a bolt extractor bit and die wrench to remove it.
