Fork Rust

Hi all.  I'm working on this bike that sat outside for four years.  It's officially roadworthy now, thanks in no small part to the help I've received right here.  So, my attention now is turning to cosmetics.  The front forks-the top of the forks, not the bottom-are rusty.  The PO made the bike into a chopper wanna-be, so they're long.  No gators.  I'm not looking for perfection, but is there anything I can do to clean them up?  Thanks (again).

If you mean the bit between the trees--wet and dry then silver paint, if you mean the bit below the bottom tree where the fork runs replace the tubes
