Is the thickness of an O-RING typically oversized?

If I check the thickness of a new O-RING that is supposedly 18x3, should it measure exactly 3mm or do they typically oversize them a little? I just took one out of the package and it measures a solid 3.5mm before it starts to compress.

My understanding of "O"Rings is no, they shouldn't be over/undersized on the thickness or the ID or OD will be off spec.

Hondaman had some comments about rebuild/gaskets and their Orings a while back...
gist was most were too large...

Hmmm. Interesting...

I have a couple of brand new Honda rings which are listed as 18x3 (part# 91307-030-000) and the width of the ring portion measures exactly 3mm but the height measures 3.5mm and I believe it is enough to keep my neutral switch from seating properly.
