Are the carbs set to stock settings? (i.e. air screws, floats, needles, jets, etc). More specific details and symptoms might help with diagnosis.

It's probably running lean somehow. Alternatively if it won't even idle then maybe the idle screw is not set properly, requiring engagement of the fast-idle cam on the choke lever?

Did he properly rebuild them by dissassembling or did he just dip the whole carb in an ultrasonic cleaner and call it good?

Sounds like you either have a massive vacuum leak or your pilot jets are completely plugged up.

With carbs there is usually a short list of "pros" that do the job correctly, especially on motorcycles. They get by with cars because the passages are usually considerably larger, comparably atleast. The bikes get clogged up bad and easy too
The dirty girl-1976 cb750k, Ebay 836, Tracy bodykit
Round top carbs w/ 38 pilots, middle needle position, airscrew 7/8ths out, 122 main jet
Stock airbox w/ drop in K&N, Hooker 4-1
