Is there any magic elixir the removes this stuff easily. I'm thinking about polishing them.

Polish them up it is just the aluminum getting discolored. I have to do the same

That stuff, I was thinking aftermarket levers. It is clear coat, only gonna look better if it is gone at this point. Polish the metal and plastidip the ball ends for effect

The last one I did I was able to get under that coating at the pivot end with a pick and lift it and was able to peal it off.

It turned out to be a plastic dip that I peeled off with a knife. I left the black end-caps and then polished it. Much better that the yellowed dip.
