Steering after bearing install. HELP!

Hey guys. I recently acquired a 750K4 and decided to replace the notched head tube bearings with tapered bearings. My kit came with no spacer, so I installed with no spacer. Everything went well.

Now, however, I am unsure how tight the steering should feel without fork legs or handlebar installed. Currently, I have to tighten the bearings up quite a bit to keep from feeling play when rocking the triple back and forth. The steering is tight enough that it takes a little bit of effort to move it with one hand. Is this normal? Would installing a spacer make a difference, anyway? The lower triple doesn't scrape on the head tube.

The spacer is usually for the stops to line up properly if they are okay don't worry the tree should pivot freely with no vertical play. And pivot freely no drag. Really need the front tubes on
