That touchy-ness is the mass produced tolerances. Set that shim up and it becomes really procedural, no fiddling anymore

I read through that thread just a bit ago.  I see what you're talking about now with the tolerances of the plate.  I'll give that a shot shortly here. 
Frankenbike CB750: 
71 K1 Frame
72 K2 Engine
75 F0 Carbs:
     #40 slow jets
     #105 Main Jets
     Stock needle and settings.
