Fuses/Fuse box

Hey guys so I was going over the wiring on my bike and comparing it to the diagram in my manual to make sure it all made sense.. and I'm confused. This is a picture of mine, they were all missing when I got it.

As I look at it left to right it seems I need 4 fuses; a 7A taillight, 7A headlight, 7A main, [empty slot], then a 15A for something on the far right. However my manual says I need a 7A for both the heads/tails then a 15A for everything else, so only 3. My manual is intended for the UK models, but would that really be different?

Also, I went out to get some fuses but could only find 7.5A. Is it alright to run 7.5A in a 7A? My apologies for being a newb..

Far left and far right are spares holders for the respective amperage.  The middle three are all you need to run the bike.
Looks like it's seen better days. Time for an upgrade. 
Hondaman sells a new fuse box unit or piece one together from the auto parts store of blade type fuses.  Might run you $20.
You'll only need 3.

Dude, if you want to ride your bike more than 5 miles without crapping-out.... you need to address all your electrical issues now... I can see from your pic. that all the electrical stuff is dirty/corroded and your fuseholder needs ( at least ) to be completely cleaned and made shiny and fuses gripped tightly in each holder... that's just for starters.......it blows my mind how folks will even think their bikes will run with completely #$%*ty , neglected electrical wiring on their bikes... or ride like ya want ...:).
