I think it's a Honda VF700 Interceptor with most of the body work removed.

The picture was too small and the contrast too off for me to read the sign and get a good look at the engine.

Definitely a frankenbike.

its got forward mounted pegs. Had to have done some work to get that motor in there. Makes me wonder how it runs? Top Speed? Economy? Interesting take on an AutoBike. Interesting choice in platform too.
Depending on the price and mechanics of it, it could be an interesting bike for someone to ride around town. Falls somewhere in the RAT-BIKE category. Again, had to be some ingenuity to do it. I'd maybe even be inclined to buy just because it sparked my interest...I want to see how it rides....
